Qualifications are designed with a focus on the way learners can progress through them and gain new skills that are useful to industry. To design the best suites of qualifications, we need to understand how learners are actually using and progressing through them.
We will undertake analysis using StatsNZ Integrated Data Infrastructure (IDI) to:
- Characterise the sequence in which learners in the food and fibre sector enrol and complete qualifications, including in relation to i) NZQF levels, and ii) subject areas.
- Characterise the time between qualification study, and how this relates to ages and stages of life.
- Identify whether some pathways ‘work better’ for some learners in terms of income over time, and if so, which ones.
- Identify whether learning pathways relate to time spent working in the food and fibre sector and other characteristics of learners.
We want to understand the actual pathways different learners take through our qualifications. If we can understand the pathways learners actually take as they progress, we can understand what pathways seem to work best, how people might 'mix and match' qualifications, and where we might need to improve pathways.

Latest Update
We have completed our preliminary analysis on schedule and output the data from StatsNZ IDI. The analysis so far shows that there are distinct patterns of how different groups of learners engage in vocational education and training. We are on schedule to publish preliminary findings in January 2025.
